EFFECTIVE DATE: Immediately
SALARY: $78,501 - $90,082 per year
SCHEDULE: 8 hours per day, Monday through Friday
(additional hours as needed)
260 day-work year
JOB SUMMARY:
Under the direction of the Executive Director of Fiscal Services, the Purchasing Agent is responsible for coordinating the district’s procurement and acquisition programs for supplies and services. This role includes planning and executing the competitive bidding process while ensuring compliance with laws governing open competition and the expenditure of public funds.
QUALIFICATIONS:
REQUIRED:
- Bachelor’s degree in Accounting, Business Administration, Finance, or a closely related field.
- Five years of increasingly responsible experience in purchasing, including two years with a large, multi-level public or government agency.
- Two years of qualifying work experience may substitute for every one year of the education requirement, up to a maximum of two years.
- Knowledge of public administration and accounting principles, practices, and techniques, including governmental accounting practices and Washington State financial reporting requirements.
- Working knowledge of State and Federal procurement requirements.
- Knowledge of program budgeting and financial analysis.
- Excellent communication skills with the ability to obtain, clarify, and exchange information effectively.
- Strong organizational skills with the ability to plan, set priorities, and meet deadlines.
- Ability to work under pressure and exercise independent judgment.
- Strong interpersonal skills to establish and maintain effective working relationships with district staff and the public.
- Commitment to maintaining strict confidentiality.

DUTIES AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
- Plan, coordinate, and administer the school district's purchasing program.
- Develop, recommend, and implement purchasing procedures.
- Advise schools, administrators, and vendors on purchasing policies and procedures.
- Purchase a wide variety of goods and services, ensuring quality and cost-effectiveness.
- Prepare requests for quotations and coordinate the entire bid process, including:
- Developing specifications.
- Advertising bids.
- Safeguarding sealed bids and bid deposits.
- Supervising bid openings and evaluating bids.
- Recommending contract awards to the Executive Director of Fiscal Services.
- Collaborate with district staff to develop bid specifications and evaluate equipment and supply performance.
- Review purchase orders for proper approvals and budget account codes; manage non-standard item purchases.
- Resolve shipment problems with vendors and coordinate the return of damaged or incorrectly delivered items.
- Research new products and services, consulting with suppliers to determine availability, price, quality, and negotiate purchase terms.
- Ensure compliance with public works contracts and small works roster requirements; prepare and record supply and acquisition contracts and related documents.
- Maintain and update the small works roster, district listing of contracts and agreements, and leases.
- Stay informed of rules, regulations, laws, and board policies affecting areas of responsibility and communicate changes to employees.
- Prepare periodic reports related to purchasing functions and document cost savings for the district.
- Manage personal service contracts and other related areas.
- Prepare and administer the purchasing budget and assist in the preparation of the annual budget.
- Develop and maintain a computerized purchasing system.
- Collaborate with departments to manage inventory of supplies and assist with monitoring asset inventories.
- Assist with annual audits conducted by the WA State Auditor’s Office.
- Maintain cooperative purchasing relationships with organizations such as DES and KCDA.
- Perform other duties as assigned.
