EFFECTIVE DATE: Immediately
SALARY: $93,443 - 110,981 per year
SCHEDULE: 8 hours per day, Monday through Friday
(additional hours as needed)
260 day-work year
QUALIFICATIONS:
REQUIRED:
- Four-year degree with three years relevant experience or an equivalent combination of education and experience
- Knowledge of general accounting practices and procedures
- Knowledge of computer operation and ability to learn specific software programs
- Ability to work as a team member to achieve department and organizational goals
- Ability to gather, evaluate, audit, and analyze data
- Ability to maintain confidentiality
- Ability to work effectively under pressure
- Provide superior customer service
- Proficient with Microsoft Product Suite (Excel, Word, PowerPoint, etc.)
- Communicate effectively orally and in writing
DUTIES AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
- Prepare district monthly and annual financial statements and operating budget for administration and Board of Directors in accordance with government accounting standards and Washington State Law
- Participate in district-wide budget development and preparation
- Prepare all monthly journal entries and budget adjustments and reconcile all general ledger accounts for General Fund, Associated Student Body Fund, Capital Projects Fund, Debt Service Fund, and Transportation Vehicle Fund
- Coordinate, maintain, and/or update district’s chart of accounts for compliance with state and district accounting guidelines.
- Reconcile monthly District financial records with the County Treasurer’s office
- Supervise or perform cash and investments
- Assist management with the development and review of internal processes and procedures related to financial and budgetary matters
- Remain informed of OSPI changes in accounting, budgeting, and district procedures; ensure such changes are reflected in the state budget document and in business office practices.
- Collaborate with budget owners, schools and departments regarding budget planning, procedures, analysis, and reconciliations to ensure accuracy and compliance
- Analyze budget reports on an ongoing basis; monitor actual expenditures and revenues in relation to district budget
- Perform complex analyses for forecasting and projecting expenditures, appropriations, and revenue
- Monitor staff levels and analyze labor costs. Develop financial model for position budgeting and provide budget approval for positions hired through the year
- Assist in maintaining models for bonds, levies, capital project, and debt service funds
- Maintain various fiscal information, files and records (e.g., accounts payable, accounts receivable, payroll, contracts, etc.) for the purpose of providing an up-to-date reference and audit trail for compliance
- Monitor fund balances of assigned programs and related financial activity for the purpose of ensuring that allocations are accurate, related revenues are generated, expenses are within budget limits, and/or fiscal practices are followed
- Recommend policies, procedures, and/or actions on issues that relate to accounting functions for the purpose of providing direction and/or making decisions for the district
- Supervise the accounts payable, accounts receivable, and other accounting staff. Perform annual performance evaluations for the accounting staff
- Coordinate accounting transactions within the department and train accounting staff on various procedures
- Perform monthly grant billings and reconciliations
- Reports to and works directly with the Executive Director of Fiscal Services
DESIRED:
- Prior experience with K-12 financial accounting systems
- Prior school district budget or accounting experience
- Experience with school finance in the state of Washington
- Generally Accepted Accounting Principles (GAAP)
- Fund Accounting Experience
- Financial management principles, concepts, theories, and techniques
- Knowledge of District operations, i.e., purchasing, accounting, financial, human resources processes, and grant administration
