POSITION:              CTE Finance and Grants Manager (Exempt Position)

                                BOOTH BUILDING

 

EFFECTIVE DATE:    Immediately

 

SALARY:                 $69,782  - $82,879

                                Benefits

                             

 

SCHEDULE:              8 hours per day, Monday through Friday

                                 8:00 a.m. - 5:00 p.m.

                                 260 day-work year

                                                                                                                       

QUALIFICATIONS

REQUIRED: (Qualifications which are essential to the position)

*AA Degree, BA/BS preferred, or a combination of related training, education and/or experience may be substituted for degree

* Demonstrated proficiency with iGrants and EGMS systems

* Demonstrated understanding of Perkins Grant requirements

* Demonstrated understanding of OSPI CTE compliance measures and required documentation

* Demonstrated exemplary customer service and responsiveness

* Knowledge of standard Business Office policies and procedures

* Demonstrated ability and accuracy on standard office machines

* Abilty to manage purchasing and inventory procedures for CTE programs in multiple buildings

* Excellent verbal and written communication skills

* Ability to communicate clearly and professionally, both verbally and in writing

* Strong detail orientation and communication/listening skills

* Ability to multitask, organize, solve problems and rate priorities to meet deadlines

* Possess a strong work ethic and team player mentality

* Must maintain and respect confidentiality of school district matters and records

* Demonstrated ability to work independently and utilize problem-solving methodology

* Demonstrated punctuality and an excellent work attendance record

* Ability to communicate clearly and work effectively with vendors

* Ability to follow safe work practices and procedures

* Accuracy in computer skills, developing spreadsheets, and use of computer software programs such as Excel, Word and or other applications

 

DESIRED:

* Experience in school or governmental accounting

* Business Plus data processing experience

 

DUTIES AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:

 

* Develop, monitor, and recommend improvements to receivable and payable functions to ensure timely and efficient receipt and disbursement of CTE funds

* Evaluate PAF’s to ensure accuracy, submit required paperwork in Business Plus, including extended and embedded day

* Provide direct support to the CTE director and assist in overall business operations including first line supervision of CTE accounts payable function

* Monitor program budgets and ensure grant compliance for timelines and reporting

* Produce, analyze, and submit monthly and annual reports including CTE counts, Grants and Expenditure

* Perform reconciliation analysis and reporting of CTE accounts, including Vocational Board, Grants, and program 31 and 34 budgets

* Work with district staff to ensure compliance with state accounting reporting and internal control rules and regulations for OSPI CTE Compliance

* Supervise two Level II secretaries to ensure proper purchasing, expenditures processes and accounting procedures

* Manage teacher and student travel documents

* Manage teacher budget requests including 4-year plans required for CTE

* Reconcile with ASB to support leadership 

* Coordinate with CTE programs regarding invoice processing, procedures, and problems

* Support CTE Vocational Programs House Board, including managing accounts and budgets as well as communication

*Orient new staff in purchasing processes with emphasis on customer service

* Participate in evaluation and testing of functional improvements

* Assures that day-to-day purchasing operations are carried out in accordance with established policies and procedures

* Reviews requisitions for accuracy

* Reviews and prepares purchasing card reimbursements for payment

* Coordinates with CTE Programs regarding purchasing needs, procedures, and problems

* Prepare and maintain monthly grant billings                                            

* Responds to employee and vendor inquiries in a professional, courteous, and timely manner

* Investigate and resolve any identified discrepancies in a timely manner

* Continuously evaluate and identify opportunities to positively impact customer service
